However, your description of the progressive tax scale is incorrect. People do not pay more taxes <b>merely</b> because they earn more, it is also because they are in a different tax bracket. Each tax bracket would have a different tax rate. Specifically, Obama is suggesting raising the federal income tax on the highest bracket to 39.6 percent, to 36 percent for the second highest bracket and leaving the rest alone.
